Prairie Pines Assisted Living (PPAL) is at a pivotal moment, with its financial future on the line. While the facility remains open and committed to serving residents, long-term sustainability is uncertain due to financial challenges typical of rural healthcare operations. The upcoming Special District Election on May 6th will allow Kiowa County voters to decide on two key ballot measures (see below) that could help stabilize PPAL through a proposed acquisition by Weisbrod Health.
If approved, the acquisition would transfer PPAL’s operations and existing debt to Weisbrod Health, allowing for integrated services, potential access to federal funding, and shared resources. A second ballot measure proposes transferring the existing 3.82 mill levy to the hospital district starting in 2026—without increasing taxes—to ensure ongoing funding.
Weisbrod Health leaders believe this move could improve financial management and expand services, though they acknowledge inherent risks. Informational meetings in April will help residents understand the proposal and its implications.
While the acquisition could help prevent eventual closure, success is not guaranteed. Nonetheless, Weisbrod Health is committed to doing everything possible to preserve PPAL as a vital community resource. Voter engagement and support will be essential in shaping the future of Prairie Pines.
SHALL KIOWA COUNTY HOSPITAL DISTRICT’S TAXES BE INCREASED BY THE IMPOSITION OF AN INCREASED OPERATING LEVY NOT TO EXCEED 23.36 MILLS BEGINNING IN TAX COLLECTION YEAR 2026 AND CONTINUING THEREAFTER UPON THE THEN CURRENT ASSESSED VALUATION OF ALL PROPERTY LOCATED WITHIN KIOWA COUNTY HOSPITAL DISTRICT IN ORDER TO INCREASE OR IMPROVE LEVELS OF PUBLIC SERVICES, INCLUDING BUT NOT LIMITED TO, FUNDING A LONG-TERM CARE ASSISTED LIVING FACILITY, CONTINGENT ON BOTH THE PASSING OF REFERENDUMS 1A AND 1B AND THE COMPLETION OF THE ACQUISITION OF PRAIRIE PINES ASSISTED LIVING FACILITY BY KIOWA COUNTY HOSPITAL DISTRICT; AND SHALL THE KIOWA COUNTY HOSPITAL DISTRICT BE ENTITLED TO COLLECT, RETAIN, AND SPEND THOSE REVENUES IN ADDITION TO ANY OTHER TAXES, FEES, OR OTHER REVENUES OF KIOWA COUNTY HOSPITAL DISTRICT AS A VOTER APPROVED REVENUE CHANGE AND EXCEPTION TO ANY SPENDING OR REVENUE RESTRICTIONS OR OTHER LIMITS CONTAINED IN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION; AND SHALL ALL OF THE TERMS AND CONDITIONS HEREIN BE PERPETUAL IN DURATION UNTIL AMENDED?
